<p><em>As the administrative center of Banten Province, Serang City has a major responsibility to ensure the availability of adequate junior high school education amid population growth and increasing social needs. This study aims to evaluate the implementation of Minimum Service Standards (SPM) for Secondary Education in Serang City. The researcher used a qualitative approach and acted as the main instrument. The data collection techniques were from primary and secondary data sources. Then, data analysis was carried out according to Miles Huberman & Saldana (2014), namely data collection, data reduction, data presentation, and conclusion/verification. This study used William N. Dunn's policy evaluation model, which consists of six aspects, namely Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. The results of the study show that the evaluation of the implementation of the Minimum Service Standards (SPM) for secondary education in Serang City shows progress but is not yet fully optimal. Although it has reached the Tuntas Pratama category, indicating positive development, especially in literacy indicators, numeracy indicators, equal distribution of teacher quality, and fulfillment of facilities and infrastructure remain challenges.</em></p>Intan Cahya UtamiLily Leviana PutriWulan DeslianaUmimaAdli MalikMarisa

<p><em>This study examines the strategies of the Traffic Police Unit (Sat Lantas) in improving traffic order among teenage students in Kefamenanu City. The high number of traffic violations by students, which include using vehicles without a driver's license (SIM), not wearing a helmet, and riding with more than one person, is the main background of this study. Data shows a fluctuating but still high trend of violations, as well as the emergence of fatal accidents involving students in 2023 and 2024. The Traffic Police Unit of the TTU Police has implemented various approaches including educational strategies through outreach to schools, preventive strategies through increased patrols, and repressive strategies in the form of firm action or tickets to provide a deterrent effect. This study aims to analyze the effectiveness of these steps using Mulgan's strategic governance theory approach which includes aspects of goals, environment, direction, action, and learning. <p><em>This study aims to analyze the influence of the governance of the free homecoming program on the quality of public transportation services in Southeast Sulawesi Province. The study used a quantitative approach with descriptive methods and simple linear regression analysis. The sample consisted of 99 respondents who were users of the free homecoming service in 2026. The results showed that governance had a positive and significant effect on service quality, with a regression coefficient of 0.964 and a determination value of 60.7%. This indicates that better governance improves the quality of public transportation services. These findings emphasize the importance of transparency, accountability, and inter-agency coordination in increasing the effectiveness of the free homecoming program, thus ensuring optimal, safe, and comfortable service delivery and sustainably increasing public satisfaction.</em></p>Muhamad RajulanMaudhy SatyadharmaHadoNasrulSylsiani Mursalim

<p><em>This study aims to analyze the implementation of collaborative governance in absorbing public aspirations during the recess period of the Regional House of Representatives (DPRD) in Merauke Regency, as well as to identify the supporting and inhibiting factors influencing the process. The research employs a qualitative approach with a case study design. Data were collected through in-depth interviews, observations, and document analysis involving DPRD members, regional planning agencies (Bappeda), and regional development planning documents. The findings indicate that collaborative governance practices have been implemented through face-to-face dialogue during recess activities, trust-building through informal social interactions, and efforts to establish commitment among stakeholders. However, the implementation remains procedural and has not yet reached a deliberative and transformative stage. The collaborative process is constrained by several factors, including misalignment between public aspirations and regional development priorities, limited financial resources, hierarchical bureaucratic structures, and weak accountability mechanisms. Furthermore, the study reveals that the outcomes of collaborative processes are mostly partial and short-term, lacking systemic impact on regional development policies. This condition reflects the absence of effective integration between participatory mechanisms and formal planning systems. This study recommends strengthening participatory governance through institutional integration of public aspirations into development planning, as well as the adoption of digital accountability platforms to enhance transparency, responsiveness, and policy effectiveness.</em></p>Maria M ReginaldisHetwika Maria Herda kelanitFelix RadaYuliana Evarista

<p><em>This study aims to analyze the progressiveness of the policies set forth in Law of the Republic of Indonesia Number 20 of 2023 on the Civil Service. The Civil Service is one of the state’s instruments tasked with serving the public in the conduct of state and government affairs. This study employs a descriptive method with a qualitative approach. Data was collected through an analysis of the law (statutory approach) as the primary legal source. The results of the research indicate that there are several articles in Law of the Republic of Indonesia Number 20 of 2023 on the Civil Service. Some articles contain legal provisions that are relatively central, while others are complementary in nature. Both types of changes in the regulations governing the civil service are, in essence, rational consequences of the enactment of a new legal instrument. The implications are clearly felt by the entire civil service, whether they hold the status of civil servants or those with the status of government employees under employment contracts. Thus, this research ideally can provide an important contribution to the understanding of public policies governing the civil service.</em></p>Nurkholis SyukronAndri Irawan

<p><em>This study examines the relationship between administrative management and school administrative services at the Technical Implementation Unit of Merauke State Senior High School 3, as well as the extent to which administrative management influences these services. The research employed a total sampling method with a sample size of 35 participants. The proposed hypothesis was H0: There is no relationship between administrative management and school administrative services at the Technical Implementation Unit of Merauke State Senior High School 3.n Unit of the Merauke State Senior High School 3, while Ha = There is a relationship between Administrative Management and School Administrative Services at the Technical Implementation Unit of the Merauke State Senior High School 3. To find the correlation between the two variables, the product moment correlation formula was used, and to determine the magnitude of the relationship, the coefficient of determination formula was used. The results of the study proved that there was an influence between variables X and Y. The correlation test results showed a very strong correlation of 0.81. while the determination test showed that the coefficient of determination value was 65.61%, with the remaining 34.39% indicating that there were other influencing factors.</em></p>Tri HardimanMaria ReginalisFelix RadaJolanda Uruilal

<p><em>Sustainable infrastructure development is a crucial approach to driving economic growth, regional equity, environmental preservation, and social welfare. In Indonesia, geographical challenges, regional disparities, and climate change demand adaptive and integrated development. This study aims to examine the role and strategies of adaptive human resource (HR) development in supporting sustainable infrastructure development through a literature review. The results indicate that adaptive HR plays a crucial role in all stages of development, from planning to evaluation. Key competencies include adaptability, digital literacy, innovation, and cross-sector collaboration. Successful HR development is influenced by the synergy of policy, education, technology, and the pentahelix approach. However, challenges remain, including competency gaps and low digital literacy. Therefore, a systemic, collaborative, and sustainable HR development strategy is needed to realize inclusive, competitive, and sustainable infrastructure development.</em></p>Maudhy Satyadharma

<p><em>This study aims to determine and analyze the extent of the influence of supervision on employee performance within the Merauke Regency Agency for National Unity and Politics (Kesbangpol). Supervision is a crucial management function to ensure that all organizational activities proceed in accordance with established plans in order to achieve objectives effectively and efficiently. The research method used is a quantitative method with an associative approach. Data collection was conducted through the distribution of questionnaires to all employees as respondents, observation, and a document review. The data analysis techniques used included correlation tests and determination tests to measure the extent to which the supervision variable (X) influences the employee performance variable (Y). The research results showed that the correlation test yielded a result of 0.87, indicating that supervision has a positive and significant influence on employee performance at the Merauke Regency Agency for National Unity and Politics. Furthermore, based on the coefficient of determination, a result of 75.69% was obtained, indicating that the supervision variable contributes 75.69% to the fluctuations in employee performance at the Merauke Regency Agency for National Unity and Politics. These results indicate that the better the supervision system implemented, the greater the improvement in employee performance, as reflected in work quality, work quantity, and timeliness.</em></p>Lila SantiHerman CMS Rumlus

<p><em>The purpose of this study is to analyze the quality of public services in Kamundu Village, Merauke Regency. This study uses a qualitative research method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The data analysis technique uses an interactive analysis method which includes data reduction, data presentation, and conclusion drawing. Based on the discussion above, which is an interpretation of the research results, the conclusion of this study is that the quality of public services in Kamundu Village is not yet effective when viewed from the indicators of responsiveness, responsibility, and accountability. In terms of responsiveness, there is still a low level of community adaptation in fulfilling requirements in the service process, which occurs due to a lack of effective socialization. In terms of responsibility, it was found that there is a lack of clarity regarding service time to provide certainty and clear information about when a service process will be completed or fulfilled. Meanwhile, in terms of accountability in service delivery, supervision in the public service process has not been optimal, which impacts accountability in the service activities provided.</em></p>Hubertus Oja

<p><em>The purpose of this study was to determine the Youth Entrepreneurship Development Strategy in Supporting Local Economic Development in Merauke Regency. Using a descriptive qualitative research approach. The research location was at the Merauke Regency Department of Industry and Trade, Cooperatives and SMEs. The focus of the research used the formulation of development strategies in developing youth entrepreneurship in supporting local economic development, including: mission, objectives, strategies, and policies. Data collection techniques used were observation, interviews, and documentation. The data analysis technique used was qualitative data analysis. The results of the study showed that young people have a high enthusiasm for entrepreneurship as a form of economic independence and contribution to regional development. However, they still face obstacles such as the licensing process which is considered complicated, slow disbursement of business capital assistance, lack of training and business mentoring. Strategies used by young people in advancing their businesses include promotion through social media, product development, and independent business management. Meanwhile, the Department of Industry and Cooperatives has attempted to support through assistance and training programs, but its implementation still faces budget and resource limitations. In conclusion, youth entrepreneurship development plays a crucial role in strengthening the local economy, and therefore requires synergy between local governments and young entrepreneurs to create a sustainable entrepreneurial ecosystem.</em></p>Franti Mutiara Pricylia Fofied Coleta Maskikit Khoriyatun
