Sustainable infrastructure development is a crucial approach to driving economic growth, regional equity, environmental preservation, and social welfare. In Indonesia, geographical challenges, regional disparities, and climate change demand adaptive and integrated development. This study aims to examine the role and strategies of adaptive human resource (HR) development in supporting sustainable infrastructure development through a literature review. The results indicate that adaptive HR plays a crucial role in all stages of development, from planning to evaluation. Key competencies include adaptability, digital literacy, innovation, and cross-sector collaboration. Successful HR development is influenced by the synergy of policy, education, technology, and the pentahelix approach. However, challenges remain, including competency gaps and low digital literacy. Therefore, a systemic, collaborative, and sustainable HR development strategy is needed to realize inclusive, competitive, and sustainable infrastructure development.
